The Ministry
of Electronics and Information Technology (MEITY) via a Press Note dated June
6, 2022 published the proposed amendments to the Information Technology
(Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 (“IT Rules, 2021”) and sought public comments/feedback.

Note also indicates the broad principles which are aimed:
a) to make internet open, safe,
trusted and accountable for all Indians using the internet.
b) to ensure that online
intermediaries providing services in India shall never contravene the Indian
Constitution, Laws and Rules and follow them in letter and spirit.
c) To ensure quick removal of unlawful
and harmful information when reported; and
d) To provide for a robust grievance
redressal mechanism by providing an appellate forum.
Below are some of the changes which though targeted
to achieve the goals, leave more questions than guidance and require
re-consideration before its implemented. The enclosed article details our
comments and recommendations submitted to the Ministry for their consideration.
